Tier 1 is the first shop tier and unlocked at the start of a game on turn 1.

All Pets are, by default, available for use in Custom Packs (provided the appropriate packs are owned) but Pets labeled as being specifically available in Custom Packs are available there for free - even if they are already in a paid pack. All Pets and Food are also capable of appearing in the Weekly Pack.
